Man Charged With Taking Illicit Videos, Photos Up Women's Skirts In Area, Police Say

A 73-year--old area man was arrested for allegedly using his cell phone to take photos and videos of women wearing dresses or skirts or "upskirting."

Donald P. Fegan of Millbrook was charged Friday, Nov. 9, with five counts of unlawful surveillance after investigators found he used his cellular device to take the images and recordings, said Trooper AJ Hicks, spokesman for New York State Police.

It is believed at this time there may be more victims, Hicks said.

Upskirters have been at work for nearly a decade. They're the reason Japanese manufacturers include the clicking sound on cellphones -- as a built-in warning -- whenever a photo is taken.

They position their cells or cameras in low-hung bags or stand under stairways or ride escalators. Others sidle up to their victim and lower their hands to get a cellphone into position.

Fegan was arraigned before the town of Union Vale Court and released to the supervision of the Dutchess County Probation Department. 

He is scheduled to appear before the town of Washington Court on Nov. 27.
